Allow Navbar to accept collapseOptions = false (#63) 
* Allow collapseOptions to be false in Navbar

If `collapseOptions` is `false`, while `offcanvasOptions` is _also_ `false`, `renderToggleButton` throws an array access error (`$this->collapseOptions['id']];`)

* Update CHANGELOG.md
